The central ports on the side fronts are shoal locked. You should have some not gated off
to allow naval units to heal if you're aiming for a heavy naval battle. Also, if you want
more ship fighting and less of an advantage to whoever captures the first city on the
central islands, you can use ghost ports or airports instead. :)
