18 property at 2000 to 3000 funds is fine for a naval battle.
FTA counter functions appropriately. CI captures their two bases on the same turn, and AB
captures one before and one after. ABBA is a fair method. I feel as though you should have
a few more places to land. Naval movement does seem slightly hampered. I think that the
Com Towers aren't very easily contested, which can be a good thing since controlling two is
a lot better than owning none. But on the same logic, contesting them adds a bit more
It's not a bad map, just a few things that might be worth thinking about.

i intended to make the towers uncontested, because they are meant to reduce the
luck issue in naval battles(various kinds of 95% dmg).
one more shoal is added to the center island, to make sure both sides can unload
i hope the map size is OK for naval battle, one thing i concern is that Battleship
imba because a well-placed one can over 2 islands. I'm not sure towers and air
force can be a good counter to them.

It could work, but I'm skeptical about whether a map like this is any fun. Naval units just don't
have enough variety, and the map is kind of small anyways. In my opinion, maps that rely on
naval battle to be fun don't work 99.9% of the time. 7/10.

I'm skeptical of BH being on this map. They might just get black boats soon enough to
transport the infantry to HQ's. Why not just start the ports belonging to BH and delete
