Considerables to make fair map
From AW/FEBW Wiki
Here are some prime examples of horrible maps.

No terrain variety, terrain clumping, complete randomness, closeness to other players, landlocked ports/ports next to rivers (sea units don't go on rivers!), extremely long one-tile bridges/chokepoints and extreme FTA are all horrible things that will make your map the laughing stock of AWBW.
In addition, if you're going to make your map symmetrical, don't leave some key element offcenter. For example, in http://awbw.amarriner.com/prevmaps.php?maps_id=7574 the center is closer to the left team.
Look to study maps like these listed in this topic. They are good examples of how you can make interesting, fun, fair maps. Of course, not all maps must be like these, but use them as a guideline of what works. Before you publish any map, think to yourself two things:
1. Can I look at my map without throwing up in disgust?
2. Will people playing on my map (as any country) enjoy it or will it be boring and one-sided?
