Yeah, you're seeing this right. I actually made an attempt at a balanced, 3p FFA,
asymmetrical map. Obviously it can only be so fair considering the situation, but I think
I did a fairly decent job with the primary aspects of the map. Capture phases should be
nearly identical, though where infantry end up isn't necessarily the same, which clearly
has implications on balance. Other than that, neutral base, tower, and general
distance/position of cities should be the same. Everyone has the same number of
single-move cities and the same number of secondary cities in the same areas/fronts, plus
one 6-move city (good for tanks) near the middle that they can access from their center
base. I think the tower should be interesting too because the neutral base capture will
shift the front line to reverse control of the tower area. Oh, and due to the lower
funding, heavy terrain and close proximity in some places, I think Sami will be especially
dangerous here, so keep an eye on that.

I'd recommend making Md. Tanks lab units here. They should be substantial enough to make
it worth going for the lab when you want to make a push (funding at 11k makes them
expensive, but affordable) and should help break through any stale chokepoints. On the
other hand, it's not a huge advantage since they can be efficiently countered with
artillery, so maybe overextending and/or drawing too much attention to yourself by
capturing the lab could backfire before the benefit of having Md. Tanks can kick in.

I'd ban rockets altogether due to the size of the map; as lab units I think they're more
valuable than Md. Tanks and would over-emphasize the lab, especially since other players
wouldn't be able to counter. I'd also ban neo and mega tanks, not that I expect to see any
action with them.
