There might be some STA since BM can start capturing the two southern neutral bases a day earlier.
Maybe there should be two neutral bases in the north, too, or just one in the south.

There is STA in the sense that BM can capture a half-turn sooner than their opponent. I think OS makes up for this because
OS produce units from their initial starting base first, meaning they could do something like produce a recon early and try to
delay the bottom base using the fog of war to their advantage. OS also heals their units before their opponent and can use their
CO power before their opponent. They also start with a mech which can be useful for early combat.

The south is much more important: the HQs are there and it has more cities.
BM gets to capturing it a full turn before OS. Figure out what's wrong with this yourself.

capturing it a full turn before OS. What are you referring to as "it"? I wouldn't say the bottom is much more important, but I think
it would be accurate to say that the south has more opportunity for winning the game outright.

Made a small change to the position of the nearest base to the south. It is now closer in proximity to the HQ such that a unit
with 6 movement can defend the HQ capture. I think it also gives Blue Moon more ability to maneuver against OS early recon
