Given the distance between the neutral base and starting BM infantry, BM should also have an extra city within 1 turns capture
from a pre-owned OS base; i think 05,01 would be best.,(if there is an extra BM city i didn't see then tell me and i will remove
the message) as right now P1 still has the advantage i think
