The four side factions: Orange Star, Black Hole, Amber Blaze, and Teal Galaxy are too brokenly strong because it takes them
only one turn to move from port to in land with a black boat. Amber Blaze especially strong due to first turn additional infantry.
Because of that, Yellow Comet, Brown Desert, Pink Cosmos, and White Nova are literally unplayable as they will never get a
base in land.
As a temporary solution, consider putting black boat as lab unit, banning Sami, Drake, and Sensei in every game.

Fyi, the map settings usually need no unit limit or a really high one, if it's low then it usually becomes a stalemate.

Best way to sort out FTA/STA is to make both bases pre-owned and 'shuffle' the factions around; for starters switch Blue Moon's and Acid Rain's positions, as then both Acid Rain's and White Nova's pre-deployed infs are fine as the factions on either side of both of them go before them but with two pre-owned bases per faction that's a half-turn 'advantage' rather than a full turn, which I think should balance out. Not completely sure as that sort of thing is hard to perfect on a map like this, at least as far as FFAs are concerned. From there the 'shuffles' should be Yellow Comet with Teal Galaxy, Red Fire with Cobalt Ice, and Brown Desert with Amber Blaze. That way each faction either has their turn before the factions each side of them or has a pre-owned infantry units where the factions to either side of them don't. Hope this was helpful :-)
