It might be nice to just make the neutral labs preowned. It tends to mostly be a new player trap to force players to capture labs
to prevent losing, and I don't think you lose too much in terms of strategic/tactical depth by preowning them.

I mean, I think you would. The other player is going to take your preowned lab eventually, so you'll have to take that lab at some point to prevent a loss. But you could also take it earlier and move the black boat away to block one of the ports. And I don't want the decision to move away to be a nobrainer.
