How is this a A rank when blue has 2 men and a city at the start, when red has 1 man? This is in offical and why is this in offical
rank games.

@CommanderFox this map is made for High funds, and so uses a different FTA counter to that of standard funding. It is correct for High funds as this puts P2 half a turn ahead of p1. Using a regular FTA counter that works for standard would produce second turn advantage
