There definitely should be more properties near the HQs. It's a real struggle maintaining a naval force when naval units are so
damn expensive.

Added more properties and expanded the land in the middle, added two more airports and 4
more harbors in the middle. Exposed more areas for landers and blackboats to drop off units.
