The HQs seem much too exposed on this map. The problem is that it's effectively impossible to scout for what units might be
attacking and/or defending the HQ at long range (you can't get recons deep enough into opposing territory), and an HQ
capture is generally very easy, so games come down to who correctly guesses the right unit mix to pull off or prevent an
early HQ capture.

Because of this, the map also strongly favours COs who can capture the HQ, or prevent an HQ capture, with a cheap CO
power. I played the map as Max, and when I saw I was in trouble, prevented a loss due to being able to trigger enough
combat to charge Max Force and buy myself a critical extra square to save the HQ. My opponent's regular CO power didn't
provide global damage or movement, and as such was unable to prevent my HQ capture attempt on the very next turn, which
is what decided the game.

I recommend swapping the HQs with the cities three spaces away from them – that still gives an exposed target to aim for,
allowing games to end, but one that isn't so exposed as to make the game mostly luck-based.
