The 4 main nations have discovered the completely neutral city of Titled Towers, and they've sent out some scouts to check it
out before sending in their full army to gain control of it's great amount of income and Comm. Towers.

FFA or 2 v 2, I recommend CO powers OFF (if you decide to keep them on, ban Hachi and Sensei).
