Yeah I was considering it at either HF, or with one or two starting cities off the central island. just something to promote the idea
of Black Boats, without giving them black boats. Another thought involved changing the land slightly to make the centra island
just slightly larger for a few extra cities.

I prefer the high funds version of this map. This Map could benefit from some Airports
