Oh Noes!!!
An OS Neotank is trying to kill a BM APC, but it will always be one space too far away to
attack it after the APC moves away! It's a paradox!

As a Neotank has 99 fuel and an APC only 70, the first can exhaust the latter by driving
back and forth the BM HQ line.

Without FOW, OS has a winning strategy and can attack BM's APC at day 13 at most. Even
against Sami, OS can repeat the same trick and win at day 26 or 27.

MOVE UR NEOTANK TO THE BOTTOM LEFT CORNER AND WAIT FOR THE APC TO BURN
FUEL.

OS can win by herding the apc clockwise around the map, and when the apc lands on the OS hq right next to
the neotanks starting position, the tank continues in the same direction so that the next turn, the apc moves
onto another OS hq, then the tank switches directions so that the apc has to goi in the opposite direction onto
the OS hq it was on previously, then just keep switching directions so that the apc stays on OS territory and
burns all it's fuel
