feels unbalanced that Orange Star will be able to drop off their APC across the "pond" on the first turn, while also blocking Blue
Moon from doing the same using the Black Boat to block the shoal. could be fixed if there were 2 shoals instead of just 1?

I agree. Moved to C-Rank for now until the asymmetric opening is fixed.
