There's a big STA on this map. BM can send their first infantry South and interrupt OS capturing their neutral base, even if
OS heads there on turn 1. OS cannot do the same. And when BM does, OS has a terrible choice: send their first infantry
West to get their neutral base, but BM will get their North base without being interrupted, or OS can send their first infantry
North to interrupt, in which case BM can actually get onto the Southern neutral base first and shoot the first OS infantry
from it, while BM is still only interrupted while capping and delayed 1 turn in doing so. BM has a crushing advantage.

Of course, if you remove the BM infantry, then OS will just have the crushing advantage. Why not just make the neutral
bases instead be owned by each player?
