Red Fire(?) only has an infantry, Orange Star has no HQ. I'm assuming the OS troops are supposed to be RF.
But that's ignoring any potential Turn Advantage by the predeployed troops. BM and RF have to rush AA (single missile isn't enough) while YC can focus on eco.
There is also a big difference in uncontested neutral properties, and neutral bases.

I don't review maps, I don't really know the ins and outs of the game yet, but food for thought.
