It feels kinda FTA, because although Tank Order is ABBA, on the turn that P1 doesn't get to make a tank they have 8k, enough
to make 2 inf + 1 arty which is very useful to clear out the spies from early on and without consequences really because P1 will
still get enough funds for 2nd tank on the same turn as if they didn't make an arty. In essence, it's a balanced tank order but P1
can squeeze an early arty on Day 6 without messing with Tank deployment, putting them at an advantage as they can remove
the spies, while P2 can't do the same, or could but at the expense of falling behind on tanks.
