Note: The asymmetry with the bridge vs. shoal on the east/west islands is intentional. This allows P2's preowned lander the
option of going for either island in 2 turns, while it takes P1 3 turns for either. This balances out FTA concerns (as P1 can build
the first lander from the other island), and should be irrelevant for all later parts of the game.
