It is indeed STA's, the map author was held back in elementary school due to failing math, it's just the smallest issue with this
map

The biggest issue is -- Categories: A-Rank, Live Play, Standard

In terms of infantry, P2 has 0.5 more than P1 (according to ABBA, it should be 2 bases, 0/2/4/6..., or 4 bases, 0/4/8/12...),
According to the usual method of Factory 3, P1 is compensated with 500~1000 funds. That is to say, the initial HQ provides
In terms of funding, P1, Excluding infantry costs, the remaining funds are 1000. P1 has a lead advantage of half, which is
500, while P2 has 2000 remaining funds for the first round.

Ignore likegel's comment, it's just nonsense designed to look smart. I do appreciate that he is at least trying to learn the concepts of TA though.

Looking purely at the income curve, this map is fine.

Player 1 starts with 4K value (3K income + 1K infantry)
Player 2 starts with 6K value (3K income + 2K infantry + 1K temp income)

Since Player 2 should always be approximately half of a turn ahead, this is a correct FTA counter.

Now, player 1 does seem to have less safe captures, so perhaps that is STA? It gets pretty complicated once the vehicles start coming out so idk.

Sarmentine also has a good point about the lab pressure that Player 2 has.
