no, it's really not.
Hawke likes funds to produce his +10% units.
and the allies have more then they shoudl if this were Hawkes map....i have a map that
better describes Hawke and his superiority.....although it's much less broken for BH then it
was supposed to be, eh, it wouldn't be worth publishing otherwise.
