as much as i'd want this to work, I don't think it would :( imo you go for the Neo kill 100% of the times, following this, there's a
very juicy spot for the rocket, that city next to a sea tile, sitting 5 tiles away from comm tower, should be fairly easy to get it
setup with the added support of the extra tank. Very hard if not impossible to dislodge that rocket.
