I think, it might be beneficial to give players a blackboat by that neutral port to increase the speed before interactions. 19
property per side is a bit low for 3 bases, a port, and an airport. And with the heavy chokepoints and low property count, battle
copters and infantry are going to be most of the units.
High funds could help, but it won't fix the heavy chokepoints.
