High Funds 3-Base Map, now encouraging piperunners, even if they're usually unviable. Javier is a required ban.

Edit: The missile is supposed to be inaccessible surrounded by sea tiles but I put rivers instead like a silly goof. Will be
removed
at the earliest notice.
Edit [5/19]: Removed missile from silo, rearranged contested labs and commtowers. Transitioned from STD to HF to further
encourage pipe runners.
