Seems way too easy for BH. Generally in all vs 1 maps, the allies need at least 50% more total funds to even stand a
chance, as 1 CO that gets to spam co powers every other turn is super overpowered. In this particular map, the fact that
allies are all split and engaged in a direct 1v1 makes BH win super easily. BH just needs to pick off one country at a time and
the allies have no chance

vs YC: start with a few rockets on that island and lock down their bases. At 3k/turn they have no chance of retaliating and
their units start off half damaged.

vs BM: capture the ports and build some blackboats to rush their HQ. At 3k/turn, by the time BM can afford a sub their HQ
will be long gone.

vs BD+AB: just build a md tank. At 3k/turn they'll never be able to defend against it

vs GE: just run over their home island. They can't even use vehicles to defend, their island only allows space for 2 indirects
which can be easily killed by a bcopter

At that point only 3 countries will survive and with 1/10 the income of BH they won't last.


If we want to make things more fair:
- Remove all of the BH bases on each of the starting islands. That way all of the allies can develop without being interrupted
by megatanks day 1.
- Move all of the HQs to deep within the allied territory, or just remove them from being accessible at all.
- Or, for each island that has a BH base, also put a BH HQ. That way they need to equally distribute their funds or risk losing
by HQ cap, rather than concentrating all income 1 island at a time and steamrolling the allies
- BH needs to be at a funding disadvantage, and base disadvantage. At least 50% less total funds, and 50% less bases to
start off
