Rules:
Each racer must compete to keep their recon alive. Once their recon dies their HQ gets captured by the mafia and they get
eliminated
You only win when either, your recon crosses the finish line, or everyone else's recon dies.

A racer cannot:
.Base-block
.Capture any properties owned by the mafia

Presumably the mafia are the Refs, so if someone goes backwards they're just gonna be losing the race.
