Removed from Live as there are several P1-exclusive city skip strats (since P1 can skip up to two captures and still get the intended BAAB tank order whereas P2 cannot do this). This allows P1 to grab the Com Tower chain near their 1b way earlier than P2 could from their 1b, for example.

EDIT: I'm not fully convinced yet that there is FTA here, so I'm putting it back in Live and keeping it at A-rank.
