Some illegal shoal and reef tiles. Note that GE as Grit should be able to easily win by
placing a rocket on the shoal tile, rendering the left YC port useless, and then proceed
to bombard the YC HQ island w/ battleships until it is captured.

Why the big advantagefor GE? They can capture YC city and GE's city is far away. You
should make that city neutral so that GE's first turn advantage is overcomed by YE getting
+1000g/day (or whatever the funds per day are) for 2 days.

Actually, it should be switched to be balanced. (GE city close by, YC city far away)

I don't think the extra city is such a good idea - considering number of properties, that
extra city is going to give YC a fairly large advantage.
