HQ waaaaay too far forward

Moved to B-rank and removed from Live. The opening is too sharp I think (mostly due to the HQ position). Also, there are funding issues: AB can baseskip for tank on day 4, RF can do it on day 5. If no one baseskips (and no one tries to HQ-rush), you end up with ABBAA tank order if RF goes for fastest income.
