Intended for standard.
Some changes: Moved the city from 11,06 and 12,10 to 11,05 and 12,11 to prevent a fta (shoutout to Go7) and moved the silo
to the original city spot; added a city on 13,04 and 10,12. Removed a city from the clump of cities near the side 1b and added
a port and swapped a city to a port near the 2nd com tower for a potential black boat purchase. Lastly added some extra
terrain.
