FTA Is a mess. Red is heavily punished for going first and then blue is in the best position etc.

Red gets to act with total impunity with a 6 turn gap before silver gets 1 move. The infantry handicap is warranted. I actually
figured it was pretty generous since red could block silver with his T-copter. I suppose if Red struggles I'll consider giving him a
7hp infantry.

The inner-most ports are "the fountain" itself: A very valuable end-game region to contend for as whoever captures those ports
can occupy the central space with battleships and aircraft carriers. It's a bit different than a lone "inland shoal port" because
you can ostensibly have miniature naval battles in that 3x3 area or, if you're so inclined, simply use the region purely for
ferrying/front switching. It has far more utility than a single port tile surrounded by untraversable beach, and it exposes itself to
the full meta of AWBW.
