Everyone starts with two factories, FTA has been accounted for, and properties should be spread out somewhat evenly. Probs
not balanced but still should have the Fallout NV spirit.
3 Comtowers, 3 Labs, and 3 airports, all near the center of the map.
Some areas of the map have been made to be less chokepointy
