Made adjustments
---
1:Mega tanks in south west are oriented so as not to betray information while players look at the replay viewer.
2: Added a mod base in the middle in case the mod wants to spring "events" for the player
3: Change 2 required adjusting the middle altogether
4. Added black boats to APC lottery cause I'm paranoid APCs will run out of fuel for some reason
