Looking at this one, I think I'd always want to be P3 since they can potentially get the center city early if no one else bothers to send an Inf there as well (or to interrupt the cap). Arties and air units may also be a bit too strong here as they have some possibilities for locking the center bases. So I'd rather keep this at B-rank.
