Seems like P2 has the early funding advantage, because the base P2 is ahead on has 2 1-turn double chains, while the base
P1 is ahead on only has 1 1-turn cap. Making tile (03,07) into a pipe or sea tile could slow down infs enough, or... maybe even
also move the 04,07 city to 05,07 to delay inf cap an additional turn. This way, going for the double chain isn't an obvious
choice, as you could rather go for the contested-ish cities instead. But yeah, currently one base is responsible for more caps
really early on than the other base.

Completely remade this one.
EDIT: Moved Com Towers. Nerfed airports with an extra pipe. Made terrain around the Missile heavier.

seems to me like player one has too big of an advantage mainly because of the airports' importance. no map should turn
around an airport.
