maps_id=108406 with adjusted TA counter and terraining to hopefully fix opening RPS issues

Tank order is off, also I think there are RPS issues (as per usual with MB fog maps). Terrain also seems a bit on the heavier side for a fog map. Maybe it could work with funding changes and several spy units.
