For Fog.

You have an infantry stuck in the pipe and have 4 options to choose from to unstuck it. You can get :

-4 free properties
-an airport
-a com tower
-a loaded missile silo

Tank order is BAAB regardless of choice.

Edit : Brought the pipe back instead of a sea tile for the dilemma so T-copters are fine.

You can keep t-copters if you place the pre-deployed choosing infantry on a pipe so that t-copters can't cross
