RULES (since no one will read the descriptive bits later)

COs: No Global Damage COs, (honestly no COs at all would be best, but best COs would be T4 only)
Unit Bans: No B-Bomb, Stealth, Mega, Neo, B-Copter, T-Copter, Black Boat (up for debate), Rockets (Up for debate).

Play on normal funds! No starting funds! No Fog, random weather if you want to make it interesting.

Reasoning: Air units are collectively very strong so eliminating easy/cheap forms of damage and transport makes the
movement slower overall. This gives penguins time to play a delaying defense with a weaker economy vs 2 opponents as
they build up. Whole purpose of this map is to give everyone a fighting chance to win including Axis.

Orange star will build up a fortune as they capture their factories to then begin their assault.

Everyone should have enough to make a couple big units if they want, but its an investment and can cause them to lose in
a front elsewhere. Naval Units should dominate the long range game as they are expensive. Air units will be hard to come
by as only ones allowed are expensive fighters and bombers.

Please give feed back on things that may not be impactful/not impactful enough as well as unit positioning and factories.
