Cells filled with shoals are recommended FTA Counters

Water means an undefined distance
Adjacent properties are 1 turn away from each other
Empty silo means 1+ turn of movement from the base
Forest means 2+ (at least 1 more than silo) turns of movement from the base

1st row is less than 1HQ funding row (0 income besides bases or reduced starting funds in case of 4th and 5th columns)
2nd row is the most standard 1HQ setup
3rd row more variations on 1HQ setup (4th, 5th columns are transport based examples, 6th column is 2HQ transport example)
4th row is 2HQs and increased funding row (6th column is considered Diet HF or STD+ fta counter)
5th row is 5 bases potential fta counters and a 7 bases fta counter
