Some small issues here:

- I think moving the (08,04) city so it's not directly behind the HQ anymore is a good idea since that should improve map readability (some factions' HQs can cover up the city almost entirely). Maybe move the city to (07,03)?

- The (15,18) base is quite bad IMO - it's worse than the other two as far as vehicles are concerned AND the Cruiser is also spying on it comfortably from the reef. So there's not a lot of incentive to build anything important from there which limits unit build decisionmaking. I think it would be better if the Cruiser could spy on the (17,14) base from a reef, then you either have to clear the Cruiser or use the slightly worse middle base for vehicles.

- I'd also look into slowing down vehicles a tiny bit (by adding a some forests near the bases), it might help with Infantry and vehicles arriving at the frontline more simultaneously.

B-ranking for now.

Made some changes. Carrier is now a Black Boat. City hidden by the HQ has been moved.
Added some forests to slow vehicles early.
