bwuh? Why are all the cities ghostlocked? If people want to play with T0 COs then... let them play with T 0 COs?

Or does this prevent something other than hachi/sensei shenanigans that I'm unaware of?

@Anachronity No this is simply to allow Sensei to be a playable character and grant some variance in playstyle. Hachi doesn't even need cities to be busted with his normal power granting such a huge discount and letting you get ahead on ship purchases and no other T0 or T1 but Sasha could be considered to have a fairly balanced and playable FFA experience.
The strongest T3/T4 CO once you remove globals on a high-funds map like this is most likely Koal so I've tried my best to provide other options.

Currently it's six infantry spawning cities purposely positioned away from the frontlines or on demand bridge-blocking/HQ defence for the most part, inside what should be considered 'your territory' and then two in the very center to provide some reason to aim for those contested sweetspots. It's not that difficult to figure out and maybe it'll be tuned or scrapped all together. That's why this is 'v3' and 'test' games are being hosted. Thanks, next question.


Also lol welcome back AAA posting while I was in the middle of writing my own, it's one tile extra around the edges mostly just to allow for T-Copter landings on opposing airports; encouraging different modes of play however niche. I don't see much else being changed aside from those naval walls in the future.
