p1 gets to move the lander first, which means they get the artillery first, which means they break pipeseam first

it also means p1 gets to flip preowned city first, gaining 1k funds extra compared to p2

p2 gets day 4 tank but can only build it from the lone base, where p2 is behind

Agreed, there is a bit of FTA here, especially if the Lander is used to fetch the Arty first. Moved to B-rank.
