Wrong, Black Hole always getds it good In Campaign, and that is because the AI is stupid.
this is a player on player setting, that means that there is no Stupid AI controlling Black Hole.
Going last does not merit that sort of a support boost, funds are too high, there are no
immediate captures, except for BM wiht two bases.

all in all, this is not a good map, BH and BM are going to most likely win, with BH taking the
cake with such a higher fund setting, GE is missing their close to the center building facilities,
so is BM, GE gets more outside on the side to BM, this map is far from fair.

the problems with your map in numerical order
1. BH has wayyyyyyyyy too many properties
2. BM has too many close bases
3. OS has even more close properties than BM
4. GE is skrewed cause they probably have to fight with BM for their properties
5.BM can build more piperunners
