I think the FTA counter Inf is on the wrong base (from the other base, it would reach the neutral base 1 turn faster); also the pre-owned airports will likely lead to streamlined T/B-Copter openings as-is (either go BCopter first and kill the Missile asap or build 1-2 T-Copters to speed up captures - they'll get damaged but you'll likely make the money back). I think this setup would make more sense if the Missile was full HP so if/when to get rid of it becomes a more interesting choice, especially since you have a backup airport, too.
C-ranking for now, mostly due to that FTA counter Inf.

EDIT2: So as RedFlower pointed out on Discord, the FTA counter is still problematic, mostly due to the preowned city. P1 has to choose between going after the neutral base ASAP or flipping the city (which you could argue isn't an optimal 1st cap in any case) - and whatever they choose, P1 will have a disadvantage that P2 will not have (either an even later base or the opponent gets extra funds). Meanwhile P2 can just go after the base immediately or maybe cap the forward neutral city, so P2 has better options. Thus I agree that the FTA counter is incorrect (not balanced), so I've uncategorized the map for now.
