Sootopolis from Omega Ruby/Alpha Sapphire.

Recommended ruleset:
Fog Off
Normal Funds
Restrict some ground units (your choice, avoid restricting tanks/infantry) to labs

Ideally, Grey Sky should be slightly stronger with the comtower boost, but have less variety on land due to the lack of lab.
This was my idea to simulate Wallace's water type specialty.
