So I think there's a slight imbalance at the start since P1 can choose which Infantry they want to use for capping the neutral base. Also, it doesn't look like there are too many contested properties (2, maybe 4 early on) - part of the problem is that both players have vision of the top/bottom fronts whereas there's nothing in the middle to fight over since both cities there are weighted towards one player.

The gimmick I think is quite hard to make work since the opponent could buy an Arty + a Rocket and move an Inf onto a mountain to shut down any attempt at BBoat/Lander plays so even trying for these is very risky unless you're winning already, considering that 1) it's a rather big investment with delayed payoff (if it works) and 2) the top/bottom fronts somewhat encourage indirect buys already. And even if an Inf is ferried to the corner island, it still could be hit with a Rocket.

So unfortunately I'm not quite convinced this concept works all that well, at least not on this specific map - thus I blame Rize. ;) Seriously though, I think it can work if the BBoat had other uses (so that shutting down the shoal tile doesn't mean the money spent on the BBoat/Lander is wasted for the time being) and maybe if the terrain around the shoal tile was less constrained and setting up indirects was harder.
