As far as I can see, this has ABBAA tanks if both players go for fastest income.

2nd review: GS can change tank order to ABAB(B) if they interrupt one of PC's caps. If no one interrupts any caps, tank order looks to be ABBAA. So I think overall this is somewhat GS-favored.
