So I'd say there is some slight STA. If both players go for the more forward captures first, there likely can be a scenario where OS is capturing (16,03) and BM is capping (15,06). If BM then chooses to interrupt their cap and attack OS, they can delay OS's capture without changing their tank order while BM should just get the (05,12 city) uncontested. If OS decides to build a tank, the BM Inf can go cap (18,05) instead - with regular COs, there is an (I think) about 80% chance for the OS Inf to end up at 6HP whereas the BM Inf should end up at 7HP, so it can still cap that other city somewhat comfortably.

So there appears to be a bit of STA, at least if players prioritize the forward captures (or put differently, BM can do it without punishment but OS cannot). Additionally, BM can force a fight on their strong side early on wheras OS cannot do it that easily.
