P2 can interrupt P1's neutral base capture with the FTA counter Inf which is not ideal. I suppose P1 could also try to interrupt P2's neutral base capture in retaliation but that does not sound like a very fun gameplay loop either.

Changed the fta counter so the above is no longer possible
