I think this should be kept at B - even though the map is improved now, I don't see much gameplay variety here as the 2b will get the airport and the (2,15) and (3,13) cities will likely be flipped. After that, it will become a 2b1a VS 1b baserace (maybe 2b1a VS 2b since by then the center base should be able to help out the 1b with vehicles but that's probably not optimal). Part of the problem is that the map isn't all that open so vehicles will inevitably be funneled in certain directions as taking other routes is just very inefficient.
